Scott James Adkisson
President and Chief Executive Officer

As CEO and President of Identification Verification Systems (IVS), Scott Adkisson is responsible for day-to-day operations and new business development. With headquarters in Red Wing, MN, IVS is a leading fraud prevention and diversion development and management company. Mr. Adkisson works with public agencies and private companies to develop software and education diversion programs that benefit the private and public sectors as well as taxpayers, and offenders.

During his career, Mr. Adkisson has worked closely with Fortune 100 and 500 companies to help them define the process and controls on building custom software to support their operations. These companies include AT&T, Target, United Health Care, and Norwest Banks (now Wells Fargo).

Prior to establishing IVS in 1998, Mr. Adkisson served as President and owner of Technology Resources Corporation where he was responsible for business development and contracts. Based in Andover, MN, the company assisted clients in troubleshooting and resolving database problems.

Earlier Mr. Adkisson was the lead recruiter with The Talus Group, a full service recruiting organization for software developers. Through his success in placing developers in permanent positions and building the custom programming division, Scott was the essential element in transforming The Talus Group from a company that was nearly going out of business into a $5 million annual revenue operation.

Scott is an active member of the International Association of Financial Crimes Red Wing Downtown Main Street Organization and the Red Wing Chamber of Commerce.  Scott is also a Board Member of the Red Wing Port Authority, Goodhue County Historical Society, and Red Wing Ignite.  Mr. Adkisson is a resident of Red Wing, Minnesota.

John McCullough
Executive Vice President

John McCullough has been Chairman of Identification Verification Systems, LLC since 2007. In this position, he is responsible for strategic and financial planning, and directly oversees day to day operations of the IVS SNARE product.  

Mr. McCullough also serves as President and founder of Financial and Retailers Protection Association (FRPA).  He also was the founder and former chair of the Midwest Economic Crime Foundation in Minneapolis, Minnesota. FRPA coordinates retail theft and financial fraud crime alerts across jurisdictional lines, provides time sensitive information to law enforcement agencies on property and financial crimes committed against its members. The Midwest Economic Crime Foundation provides support and grants to local law enforcement agencies to combat financial crimes.

In 2007, Mr. McCullough was invited to develop and present financial crimes prevention training in Islamabad, Pakistan for select national law enforcement agencies. In addition, Mr. McCullough has been recognized for his outstanding contributions and work on financial crime prevention by the United States Secret Service.

Prior to IVS, Mr. McCullough also served as the civilian director of the Minnesota Financial Crimes Task Force. Mr. McCullough developed the legislation to form the Minnesota Financial Crimes Task Force in 2000 whose charter was to build prosecutable financial crimes cases against organized and career criminals.  In that capacity, Mr. McCullough was responsible for both the civilian operations and related administrative support.

Mr. McCullough spent 22 years with Target Corporations Department Store Division achieving the position of Regional Loss Prevention Director. During this time he held various positions including Manager of Investigations and was a key contributor in the development of the Company’s return fraud prevention system.

Mr. McCullough earned a Bachelor of Science degree in Business Administration from the University of Minnesota. He is an active Certified Protection Professional (CPP) and Certified Fraud Examiner (CFE).  Mr. McCullough is a native and resident of Plymouth, MN.
